1969, Jerry Savage (Sylvester Stallone), an anti-war activist, joins a radical terror cell planning to bomb the Manhattan skyscraper offices of a Vietnam War defense contractor. While hitchhiking to New York City, he meets Laurie, a beautiful flower child jewelry-maker.  As the FBI pursues the terrorists, Jerry is seduced by belly-dancer Estelle, a member of the cell. Meanwhile, his unlikely romance with Laurie, who believes in love over violence, is doomed as their conflicting ideals ultimately drives Stallone to his tragic destiny.
